Attached is a description of the recommendations regarding health care tax reform and HSAs that are contained in the Administration's Fiscal Year 2008 Budget Proposal. While, in a Congress controlled by the Democrats, it is highly unlikely that these provisions will be enacted; they will engender much debate about the shape of health care in the years to come.
