Debbie Leung finds benefits law both intellectually intriguing and demanding.
“You’re required to know not just benefits law but also tax, labor, employment, health, securities, and corporate law—and integrate it all to provide advice to your clients,” says the Florida native.
She specializes in health and welfare plan matters and has advised a variety of for-profit and non-profit clients on issues related to their employee benefit plans, including plan design and administration; HIPAA, COBRA, and ADA compliance; compliance with ERISA’s fiduciary provisions; and employee benefit aspects of corporate mergers and acquisitions.
Debbie has also dealt with regulatory, tax, and transactional matters affecting the health industry, including compliance with federal and state privacy laws, compliance with state insurance laws, and Medicare and Medicaid reimbursement issues.
Educated at Harvard University (where she took a B.A., cum laude, in English), the University of Sydney (where, as a Rotary Ambassadorial Scholar, she earned an M.A. in International Policy Studies) and Georgetown University Law Center (where she earned her J.D.), Debbie brings to her practice broad and deep hands-on benefits know-how gained in the private and non-profit sectors.
