Jon joined the firm in 1992.  His practice includes counseling plan sponsors, financial institutions, and health insurers on compliance with ERISA's fiduciary rules and federal and state laws regulating health plans.  Jon regularly advises individual employers, coalitions, and trade associations on legislative and regulatory matters.  As the firm’s Executive Principal, Jon says that Groom is “the only firm where our clients can ‘get it all,’” but he also recognizes that Groom faces competitive challenges and has to continually improve to remain the best benefits firm in the country.

Before joining the firm, Jon enjoyed a diverse career in government, serving as Senior Legislative Officer at the Department of Labor, where he was responsible for all employee benefits issues from 1989 to 1992.  Jon also served as the Special Assistant to the PBGC's Executive Director for Legislative Affairs from 1987 to 1989 and was a Policy Analyst at the Office of Management and Budget from 1985 to 1987.

Jon is a member of the Board of Directors of the American Benefits Council and is listed in the Best Lawyers in America directory.  While he considers himself to be primarily an expert in ERISA's fiduciary rules and health law, Jon figures that he has worked with every practice group and probably every lawyer at the firm.  That is partly a function of the firm’s collegial culture and partly a reflection of Jon’s intellectual curiosity and interest in all aspects of benefits law.  But he does have a life outside work.  You can tell by that beat-up old Kangol golf hat that he wears to the office.
