Tom received his J.D. from Georgetown University Law Center in 1981, after earning his M.B.A. from Loyola University. He was in private practice at a national law firm before joining Groom Law Group in 1989.
Tom specializes in various aspects of employee benefits law, particularly health care and litigation matters. He is a frequent speaker on a variety of ERISA and health law issues, ranging from managed care and alternative delivery systems to the extraterritoriality of state-mandated benefit and provider laws.
Tom is the author of several articles on health care issues, including "Health Insurance Portability and Accountability Act (HIPAA) Compliance Questions and Answers," Pension & Benefits Week, Research Institute of America (September 8, 1997); "Health Insurance Portability and Accountability Act (HIPAA) Compliance Checklist," Pension & Benefits Week, Research Institute of America (April 28, 1997); "The Developing Dilemma in Health Care Stoploss Reinsurance Regulation," CPCU Journal (1990); and "Employer Liability for Malpractice by PPO Providers -- The Tort of Negligent Selection and Retention," Benefits Law Journal 103 (1988).
Tom is admitted to practice in the District of Columbia.
