David Powell was quoted in an Ignites article titled 403(b) Rule Wrinkle May Create Big Headaches as saying "They do seem to be stating there that this not uncommon process now of selling an incidental life contract along with an annuity contract is being closed down. And it’s really not clear why they’re doing that, either. I’d never heard anybody complain about the practice before."
