Groom Comments on Distribution of Contracts Under 403(b) Plans

Groom Law Group submitted the attached letter to the Department of Labor on May 13, 2009.  The letter discusses the question of when a 403(b) contract or account may be considered distributed from a plan and no longer a plan asset for purposes of ERISA.
