Health Care Reform Side-by-Side Chart, October 2009

As of October 14, 2009, three bills have emerged as the leading health care reform packages—one in the House of Representatives (approved and amended by three committees) and two in the Senate.  The attached side-by-side chart compares these bills, with primary focus on proposed insurance market reforms, provisions related to the individual and employer mandate, Exchange/Gateway provisions, public plan options, and revenue raisers.  We expect that over the next few weeks, these bills will be combined in their respective chambers.
