Levine Thomas counsels clients on a broad array of issues relating to benefit plan structures, tax qualification requirements, fiduciary concerns, and ERISA litigation. Prior to joining Groom, Levine worked for the Government Accountability Office (GAO) and for the National Institutes of Health (NIH). During his time at the GAO, he contributed to reports to congressional requesters, ranging from examining how depository institution regulators and depository institutions could better mitigate cyber threats to examining how the Department of Homeland Security could better manage its major acquisition portfolio to address funding gaps. At the NIH, he provided advice on the standards of ethical conduct and other applicable ethics laws and regulations.
