Stephen is an associate in Groom’s Health & Welfare practice group.  He counsels both health insurers and large plan sponsors on a wide range of issues affecting the administration of health and welfare benefit plans.  His practice includes issues raised under ERISA, the Affordable Care Act, the Mental Health Parity and Addiction Equity Act, and HIPAA.  Stephen also assists clients with obtaining rulings from the Internal Revenue Service, the Department of Labor, and the Department of Health and Human Services.

Stephen graduated summa cum laude from the George Washington University, majoring in International Affairs. He attended the University of Virginia School of Law, where he participated in the Nonprofit Law Clinic and served as Executive Editor for the Virginia Tax Review. He also received the Hardy Cross Dillard Scholarship, which offers full tuition to a select group of UVA Law applicants who demonstrate potential for leadership.

Prior to joining Groom as an associate, Stephen worked as a summer associate with the firm. He previously worked as a paralegal for a leading D.C. law firm.
