Elizabeth T. Dold has been appointed as Chair of the Information Reporting Program Advisory Committee (IRPAC) of the Internal Revenue Service.  Ms. Dold has been a member of the committee since 2009 and served as Vice-chair in 2010.  IRPAC was established in 1991 and focuses on information reporting issues. The committee’s purpose is to provide an organized public forum for discussion of relevant tax administration issues between IRS officials and representatives of the public. Many of the committee’s initiatives are later implemented in changes in IRS reporting and withholding rules, often to ease administration for the private sector.

Ms. Dold is a Principal at Groom Law Group, Chartered in Washington, DC. For nearly fifteen years her work has focused on employee benefits and compensation matters, including employment taxes and related reporting and withholding requirements. She regularly advises Fortune 500 companies (including corporate and tax-exempt employers, financial institutions and third party administrators) on plan qualification and employment tax issues. She is a member of the American Society of Pension Professionals and Actuaries (ASPPA) and chair of their IRS subcommittee.  She is an editorial contributor for the “Employee Benefits Corner” in Taxes, a CCH publication, and for “Legal Developments” in the Journal of Pension Benefits.  Ms. Dold is the Chief Benefits Counsel for linksinpink, a non-profit organization dedicated to dedicated to supporting individuals and their families facing a catastrophic illness, including breast cancer, and a former adjunct professor at Georgetown Law Center. She has a BS in Accounting from the Pennsylvania State University, a JD from Dickinson School of Law and an LL.M. in taxation from New York University School of Law.

Ms. Dold maintains a newsletter, the IRS Reporting Corner, that covers important reporting and withholding rules on all aspects of employee benefits, including the latest developments in employment taxes and worker classification rules, distributions from retirement, welfare and executive compensation plans, and updates on IRS related Forms and Publications.
