Drawing on his extensive experience at the Internal Revenue Service’s Office of Chief Counsel, Will Fischer is an associate in Groom’s health practice where he advises employers, insurers, and plan sponsors on tax-related topics, including cafeteria plans, health reimbursement arrangements, health savings accounts (“HSA”s), flexible spending arrangements, COBRA, and other employee benefit arrangements.

As an attorney in the Health & Welfare branch in the Office of Chief Counsel at the Internal Revenue Service, his work focused on HSAs, voluntary employees’ beneficiary associations (“VEBA”s), the No Surprises Act, and the Mental Health Parity and Addiction Equity Act (“MHPAEA”). Will provided practitioners and taxpayers with pragmatic, actionable, and often innovative guidance regarding the application of a rule to their specific circumstances. Will was one of the drafters of the MHPAEA regulations and completed a detail to the Treasury Department where he worked on issues connected with the No Surprises Act and MHPAEA.

Before entering law school, Will worked as a paralegal at an Am Law 50 firm.
