Patrick O’Neil is an associate at Groom. In this role, he supports clients on a range of federal and state healthcare and benefits issues.

Patrick was a member of Groom’s 2021 summer associate class. During that time, he examined an assortment of legal issues and prepared a variety of documents on the regulation of health and retirement benefits.

He received his J.D. from Georgetown University Law Center, cum laude. At Georgetown, he was Executive Editor of the Georgetown Law Journal, President of the Health Law Society, a Public Interest Fellow and Treasurer of the Hoya Lawya Runners, a running club for law students. He also made the Dean’s List recurrently.

While in law school, Patrick was a Legal Intern in the DC Department of Health’s Office of the General Counsel, where he drafted policy statements and settlement agreements on behalf of health licensing boards, and developed new licensure regulations for health professionals. He was also a student attorney for the Georgetown Law Health Justice Alliance Clinic, representing an indigent client in a housing conditions matter.

Prior to law school, Patrick received a Bachelor of Arts degree, magna cum laude, in International Relations and Spanish, followed by a Master of Public Administration degree from Clark University, in Worcester, Massachusetts.

He served as a Legislative Aide to Senator Angus King of Maine. He advised Senator King on health policy, including implementation of the ACA, Medicare, Medicaid and medical research. He was also responsible for monitoring policy issues, representing Senator King in constituent meetings and events, and planning briefings.

As a practitioner, Patrick is exceptionally detail-oriented, combing through information twice over and ensuring that he can stand behind everything he relays to clients. He combines this approach with innovation, which in some respects is a byproduct of his research orientation. He considers, and frequently comes up with, effective, novel approaches to situations his clients face.

When he’s not working, Patrick enjoys spending time with his family, and is an avid runner.
