Josh is an associate in Groom’s tax practice, where he advises employers, insurers, and plan sponsors on tax issues regarding retirement plans and employee benefits. Prior to joining Groom, he worked at the Internal Revenue Service (“IRS”) Office of Chief Counsel in the Associate Office of Procedure & Administration (“P&A”). In P&A, he provided legal advice to the IRS on a wide variety of issues, including deficiency procedure, partnership audit procedure under the Bipartisan Budget Act of 2015, disclosure of taxpayer information, and the IRS’s application of judicial doctrines. He also handled Freedom of Information Act litigation brought against the IRS.

Before working at the Service, Josh was a Tax Analyst at a top Fortune 20 company, where he assisted several tax teams on diverse projects. Of note, he researched and wrote memoranda for the Tax Mergers & Acquisitions team and Canada Tax team. He also managed an interdepartmental project for the Digital Tax team by leading meetings, coordinating information-sharing, and ensuring the project’s monthly deadlines were met.
